There are many things I like in the United States. Stanley Kubrick, John Ford, Alfred Hitchcock, Brian de Palma, Clint Eatwood, Martin Scorcese are some of my favorite film directors. In literature, how could I forget the impact that H. P. Lovecraft, Edgar Allan Poe, F. S. Fitzgerald and J. D. Salinger had in my training? And in music, and especially in good old rock? In that case it would be very difficult to select the singers and bands that I like most (Cramps, DEVO, REM and Nine Inch Nails - yes, I know I have a nonsense taste for music).

But beyond that cultural contribution, there is another even bigger. Inspired in theoretical French, American democracy has become a kind of model in which dozens of other countries were inspired. The ideals of the French Revolution “Equality, Freedom and Fraternity” found the opportunity to be implemented through the American democracy. And now it is time for me to tell the reader, as is now usual: I have no intention of making an academic article, this article is an exercise, a mere attempt to try to explain to readers from other regions of the world a little on anti-Americanism that exists here in South America, especially in Brazil.

And it is precisely this United States’ political and legal model initiated the anti-Americanism here in Latin America. In the 19th century, the conflicts between the United States and Spain began to worry the local elites, because liberal, democratic, progressive Republicans sectors from Spanish colonies began to fight for changes, wishing to build democratic countries, threatening to drastically change the status quo. It was a resistance of old against new.

However, after the United States recovered from the American Civil War, they began to act the same way as England, Spain and France, seeking new markets and forming alliances with local elites to have achieved their goals. Already at the beginning of the 20th century, comes the term “Republic of Banana” to refer to Latin American countries so as pejorative. This expression arose due to the action of companies United Fruit Company and Standard Fruit in Central America.

However, after the World War II, with the decline of the influence of big European nations, the United States began to “invest” heavily here in the region, trying to protect their own interests, costing what cost, because there are varied and abundant natural resources (uranium, oil, gold, etc). The situation worsened after the beginning of the Cold War, because between the 60’s to the 80’s all dictatorships in South America were supported by the United States.

If before the United States encouraged democracy, now were doing the opposite, helping militarily and financially corrupt and bloodthirsty governments. The results of these dictatorships were the deaths of hundreds of thousands on the continent. Besides, increased social inequality and, with the exception of Chile, every country plunged into deep economic crises, the increasing inequality in the distribution of income, stimulating production and trafficking of drugs.

That way that the United States found to disturb the economic and social development of countries of South America is part of a plan of preservation of its own hegemony in the region.

But that was two decades ago, something that could gradually be forgotten were it not for some recent actions of the United States. In an attempt to recover the hegemonic position of a few decades ago (position that the United States is slowly losing to Brazil), Bush launched a series of actions very unpopular, and sometimes disrespectful.

Mention only the most important:

- the U.S. military want to install the largest military base (with capacity to house 16 thousand soldiers) in South America in Paraguay, practically on the border with Brazil and Argentina. Two attempts have failed due to Brazil and Argentina’s pressure;

- on January 14, 2003, a plane carrying the U.S. Navy Marines was forced to land at an airport in Rondônia (neighboring state of Amazonas), as it had no authorisation to fly over the Brazilian airspace;

- the reactivation of the Fourth Fleet after the discovery of huge reserves of oil in the Brazilian coast (such reserves can easily exceed 50 billion barrels). In this weekend Brazil is doing a simulation of war involving 12 thousand soldiers to assess the defensive capacity that Brazil has to protect the Blue Amazon”.

It may seem paranoia, but it is not. The South Americans have much reason to fear the Americans than the opposite. This region, as I tried to show up, it was and it is target of the United States’ greed which in recent decades were not really prepared to help the region (unless “to help” is synonymous with “to control”).

This wave of leftist governments in the region is not mere coincidence, is a warning to the United States, an attempt to say that these countries want to be treated as partners and not as subordinates.

Very thought inspiring article Celso.. How I wish everyone saw what America is really all about.. Sucking other nations natural resources by luring them with internal and external security. This luring can happen in any way. What scares me is that any of the two possible governments can cause more damage than Bush administration has caused. I feel saddened that South America has already turned into a virtual battlefield with Russia deploying nuclear warheads and submarines off Venezuela, and Chavez expelling the U.S. ambassador. Future doesn’t look too bright for anyone.

And you are right. Somehow South America has became again a virtual battlefield with Russia and US.

But this time there is a difference: there are more unity here and unilateral actions will not be tolerate.

This is a crucial time for Brazil to play its cards right (read: BRIC). The US still has a good stronghold in South America.

(It will matter a lot with who between McCain and Obama wins.)

Now is the time for Brazil to have decisive leaders. And to keep the ethanol within.

You might like a lot about the US but I still have a crush on Medvedev, sorry.

Hehehehe. I would love to love more things about Russia. I love Tolstói, Tchekhov, Dostoiévski, but that’s it, I have no access to other things. And about this Georgia conflict, as far as I see, Russia was right.

But you are right, it’s time to Brazil stand up and act like is suposed to be. And, slowly, is giving the right and first steps.

Besides US do not want, they hinder those who could enter, such as Mexico. But you know what is funny? The Mercosur is preparing a treaty of free trade with Israel. In the Mercosur don’t enter who is afraid of the United States, hehehehe.

Well, it was probably a wrong move of the US to allow the banana republics to be such, and just backed Pinochet for 17 years.

But then, of course, the US was busy somewhere else during that time... hehe..

But Brazil is going at it very slowly. Its politicians are making the growth slow. Brazil has a huge potential, really. And it’s amazing how Sao Paolo is transforming.

Things may change in the next 2 years.
The main candidate of the opposition is the current governor of Sao Paulo. Although it is less ”leftist” that Lula, he worries the rich countries because supports a stronger Brazil and more independent (he was the minister of Health that some years ago broke the patents on medicines for the treatment of AIDS and this caused a reaction very strong in the United States).

The BRIC is the next big thing. Let’s hope the BRIC will not fight against one another. LOL

congrats for this thought provoking post!
I often wonder why American citizens are not becoming vocal against America’s military strategies? They don’t want another 9/11, fine, they can ask for better intelligence and internal security. Their money is funding such huge military operations and that too with no end in sight.
They can repeat anti-war movement and protests, like they did after Vietnam war.

Yes, South America is showing unity and lot of character but if it does end up as a battlefield then economically the whole region will become weak and vulnerable...

It is about time the United States review their strategies, because, otherwise, may become target of new terrorist attacks and worse.

Regarding the Russian presence here, this is more a delirium of Hugo Chávez, just that, although the Russians are taking very well the opportunity to demonstrate their strength.

Celso, excellent post, as usual.. It is true America seems to be everywhere to lend a democratic helping hand to everyone and anyone in need...if they have a resource to pay.

That is my concern with the Merida Initiative.

I enter many blog sites regarding illegal immigration and drugs in the United States. I try to make people aware that it is not on Mexico’s fault and to make them open their eyes to the truth. For the first time, I’m beginning to see Americans complain that their being destroyed by external conquering and no domestic support by their government.

They get what they deserve! After the horrible things that they did here (by the way are doing - see Bolivia’ situation to see what I’m talking about).

They must learn that for all actions, there will be reactions! They must see what they are doing to the rest of the world, otherwise, I sincerely will be waiting for the next major terrorist attack in there.

I think Global history, not just American history, should be required classes for all government officials. If they feel inept to maintain current, truthful knowledge involving global dictators and governing forces, they should be forced to have an unbiased intellect who can get the facts and regurgetate for them...Have they ever heard of internet or newspapers?

You are incredible right! Let me tell you a story: when Bush visited Lula last year, he and President Lula were looking at a Brazilian map and Bush asked to Lula ”SO, where is Amazon?”. Sad that the most powerful president in the world doesn’t know that!

but seriously - a nice article. I think you’ll find that Cream were English... I like them too. ;)

America is a nation of great talent and potential, as you know - but it is and has been stumbling around in the dark like much of the rest of the world for such a long time; stumbling from one calamity to another. Think of the American-backed Shah of Iran and how tragically that ended (if not only for Iran but for American foreign policy in that region and self-evidently right up to the present day).

I think it may be salient to differentiate between two Americas here - not the North and the South - but the Conservative and the Liberal. I feel deeply that Conservative politics underlie the majority of imperialist/expansionist tendencies of North American governments and that to the degree to which the Liberals can escape the gravitational pull of Big Business and naked economic concerns - that Liberalism is a much brighter (and humanistic) star to follow. USA will one day wane, as all things must, and then will it’s foreign policy chickens (or rather - turkeys) truly come home to roost.

United States can really surprise me with this ability of doing bad things to other countries, destroying hopes and dreams as if others nations were in this world just to be used and exploited.

The damages they caused are too big and cannot be repaired in South America anymore, millions have died in vain in the name of their consumerism.
